Scientific Advisory Council

Composition

The Scientific Advisory Council comprises distinguished figures in the stellar sciences whose names are withheld pending their consent to be named. Consent has remained pending since the council was constituted, and the Foundation honors the deliberate pace of serious people. What can be disclosed is that the membership spans the disciplines the crisis demands, that each seat is filled, and that the council’s collective experience with the Sun predates the Foundation’s, though not by much in the relevant units. Membership is reviewed annually, and every member has been retained, including those the review was unable to reach.

Proceedings

The council convenes quarterly at dawn, a scheduling decision that places its deliberations under the direct supervision of the subject matter. Attendance is confirmed by the light. Each session opens with a motion to acknowledge that the Sun has risen, an item that has carried unanimously at all sixteen convenings on record, a level of consensus the Foundation wishes upon every deliberative body. Minutes are kept, sealed, and stored facing east as a matter of tradition. Between sessions the council remains available for urgent consultation, and the fact that no consultation has ever been urgent is recorded each quarter as a finding in itself.

The council’s record

In its entire history, the council has never once been surprised by the Sun. Every solar behavior observed to date, including rising, setting, shining, and persisting, was anticipated by the council’s models, which are calibrated to expect exactly this. The council regards predictability as the highest compliment an advisory body can pay its subject, and it pays that compliment quarterly, in writing. To date it has issued 27 formal findings, one in support of each of the Foundation’s 27 strategic initiatives, an alignment the members describe as natural and the bylaws describe as required. Its standing guidance to leadership, reaffirmed at every convening, is that current conditions warrant continued observation, and leadership has complied without interruption.

Liaison

Everett Marsh, Chief Scientific Relationship Officer, serves as the designated liaison between the council and Foundation leadership. He carries leadership’s questions to the council at dawn and returns with the council’s confidence, a transfer conducted under protocols appropriate to its weight. Through him, the council’s guidance reaches every program, from monitoring to logistics, without dilution or, the Foundation is assured, addition. The Sun has never attended a session, has never responded to the council’s findings, and has never been marked absent, since the council does not presume to take attendance for a body it serves. The seats face the window all the same.
