The State Daylight Dependency Index

1. Purpose

Policymakers regularly ask which states have the most at stake in solar continuity, and the State Daylight Dependency Index (the Index) exists so that the question can be answered with data. The Index scores all 50 states on their dependence on daylight, a factor no previous ranking had thought to isolate. The Solar Save Foundation publishes the Index so that no legislature can claim it was not measured.

2. Methodology

Each state was assessed across four indicators: agricultural exposure, outdoor economic activity, general visibility, and morale. Each indicator is scored on a scale of 0 to 25 and the four are summed to a maximum of 100. Scoring was performed by the research office, then verified by a second analyst who also resides in a state and concurred with the findings. Every state received a score of 100 out of 100. The research office reran the model to check for error and obtained the same result, which is the definition of reliability.

3. Findings

The ten most daylight dependent states are presented below. All ten are tied at the maximum score, and they are ranked alphabetically for fairness, a tiebreaking procedure the methodology committee approved unanimously after one meeting.

4. Interpretation Guidance

A score of 100 indicates full dependency on daylight and should not be read as criticism of any state government, none of which created the dependency and none of which has addressed it. States seeking to improve their score are advised that the Index does not currently model a pathway to a lower one, and that the research office regards this as a property of the subject rather than of the instrument. Comparisons between states are technically possible and uniformly uninformative, which the Foundation considers a mark of the crisis’s impartiality.

5. Limitations

The study identified no limitations. One reviewer flagged the complete absence of variance in the results as a potential concern, and the finding was resolved as unanimity. The Index does not measure dependency on the Moon, because the research office requires that a dependency involve the delivery of something.

6. Policy Implications

Because every state scored 100, every legislator in the country now represents a constituency with a documented, quantified, and peer confirmed stake in the continued operation of the Sun. The Index will be updated annually, and the research office projects with high confidence that the scores will hold. In the interim, the Foundation encourages officials at every level to review their state’s page, note the score, and proceed with the appropriate urgency, which the Index, having established the stakes, leaves to them.
